Event Application to the SAPS National Commissioner
As per Act 2 of 2010 event organizers have to submit an annual schedule of events to the National Commissioner at least 12 months before the planned event. AGA will do the applications as short notice events and submit on your behalf to the National Commissioner and/ or his authorized member. This application and submission will consist of the following: Event Risk Assessment; All prescribed information regarding the event details as stipulated in the Act. The National Commissioner or his authorized member will upon receipt of the application
make a risk categorization of the event in terms of the Act.
Risk Advisory Service
JOC Applications and attendance of at the Event Safety and Security Planning Committee Meetings. AGA will prepare, submit and perform all necessary liaisons with the authorities in respect of Disaster Risk Management requirements in terms of the Disaster Management Act 57 of 2002 and the Safety at Sports and Recreational Events Act 2 of 2010 for your events. The service consists of:
Drafting of the Event Safety and Security Plan as per Section 4 (10) of the Safety at Sports and Recreational Events Act 2 of 2010 which includes:
Risk categorization
Event safety measures
Security measures
Crowd management measures
Emergency medical measures in compliance with the National Health Act
Event details including the duration, spectator/audience profile, control of event service providers, availability of ablution facilities, refuse removal and lighting for the event
Proactive and reactive fire measures
Access and egress control
Safety information announcements
Emergency and evacuation procedures detailing action to be taken by designated persons in the event of a major incident and proof of organisers and venue public liability insurance
Attendance at ESSPC meetings
Presentations to City Councils (JOC Approval)
Ensuring that applications are timeously submitted as required, taking into account the relevant Municipal By-Laws, Occupational Health and Safety Act requirements which Organizers of events must comply with. This will include inter-alia:
South African Police Services
Metro Traffic Dept.
Emergency Management Services
Disaster Risk Management Centre components
Any other Municipal Departments – Health, environment, noise pollution, etc.
Collection and submission of operational plans – example; medical, security, venue evacuation plans, etc.
Collection, collation and submission of relevant engineer’s inspection reports and other C.O.C.’s
Establishment of V.O.C. and J.O.C. role players, where necessary
Assist with compliance advice
Provide the necessary copies of the Safety Plan to the role players
Provision of Site Safety Officers and Safety File as per Occupational Health and Safety Act (Act 85 of 1993)
Based on the event schedule, the build-up and break-down activities of any event consist of Construction Related Activities at various sites. AGA ensures the deployment of an OHS Safety Officer in order to ensure that the said activities and Contracted Service Providers are compliant with the requirements of the Construction Regulations of the OHS Act. The duties of the safety officer will include, inter alia physical inspections of workmen and contractors on site for safe work practices and compliance, as well as scrutiny and approval of contractor’s safety files in accordance with Act 85 of 1993, and shall include the necessary Section 37(2) indemnities in favor of your organization.
Provision of Event Safety Officers as per SASREA (Act 2 of 2010)
AGA also provides qualified Event Safety Officers to be deployed on Event Days. These officers will represent your organisation at the Venue Operations Centre. The Event safety officers will ensure that the written safety plan is available and compliant with the requirements of the Act and that the safety plan is put in place and implemented.
Event Oversight and pre event readiness inspections
In cases where the Event Applications and Safety and Security Plans were drafted internally or outsourced, AGA recommends the deployment of a qualified Event Safety Officer a few days prior to the event days in order to ensure that all the components and the activities of the event are in line with the Event Safety and Security Plan. The Safety Officer will also attend final site inspections with the relevant authorities and attend to concerns and recommendations raised by the inspection officials as well as advise on the amendment of the Event Safety and Security Plan accordingly.
